Are the most vulnerable of UK society being written off on account of not being 'y enough' to help?

That has got to have been an awful life they lived all that time. what kind of neighbours would let that kind of thing go on that is what needs to be thought of its not only officials that let that woman and child down it was the neighbours. we see tv shows on worst neighbours in the UK and the like but surely letting one of your neighbours be tormented in such a way is been the worst of neighbours Is it that people think that officials or the only ones that should get involved NO it is not it is everyone every man woman and child have a responsibility to each other and that is what been a neighbour shoul be but sadly it seems not to be.
