Why does Houston always get flooded so easily?

My god, we get hit with hard rain and parts of the city shut down. What's wrong with their streets? It's ridiculous. Not to mention they always have drainage problems. Water levels on beltway 8 and the katy freeway have stayed pretty much the same for the past couple of hours. What is the DEAL
