So why weren't impeachment charges brought to Reagan for Iran-Contra?

Because after the Iran Contra investigation, it was deemed that the higher levels of government didn't know what the middle levels of government was doing. There was no smoking gun and also we didn't know at the time the can of worms that we were opening up.
